Whiteheads, also called Closed Comedones, are formed by the combination of dead skin cells and sebaceous matter that tends to clog skin pores and hair follicles. They remain under the skin.

Whiteheads on the other hand, form when a skin pore is covered by skin. Then there is the air, clogging and takes on a whitish hue.
